About the author: Safei-Eldon Hamed is a scholar of international development and environmental planning. He received his PhD in Environmental Planning from Virginia Tech. He has taught at various universities in North America and the Middle East and served as consultant for several national and international organizations. From 1994 to 1997, he worked as an “Environmental Specialist” for the World Bank and the Agency for International Development in Washington DC.
